As the Chief Information Officer for HCFA, Kyle Duke has responsibility for the information systems and technology strategy to support and enable the different programs and initiatives managed by HCFA for the State of Tennessee. He provides leadership for HCFA’s internal IT team and manages the partner relationships for HCFA’s major IT contracts. Kyle also serves as a member of the HCFA senior leadership team where he helps with the development of HCFA’s strategic plan and insures alignment of the IT strategic plan.
Formally as the VP of IT & CISO for Cigna-HealthSpring, Kyle was responsible for leading information technology security and compliance efforts for HIPAA, SOX and PCI. In this role he was responsible for information security policies, procedures, standards and guidelines to ensure the protection of the company’s information assets. Kyle and his team were responsible for identity and access management, IT compliance monitoring, risk assessment, IT security awareness, managing IT security related applications and other efforts to improve information security and ensure regulatory compliance. Kyle was also Cigna-HealthSpring’s technology lead for some of the company’s strategic initiatives including M&A activity and Health Information Exchange.
He was the first Chief Information Security Officer at Cigna-HealthSpring and was responsible for developing the information security program and building the information security team. When Cigna acquired HealthSpring in January 2012, he was responsible for leading key initiatives to integrate the two security programs.
During Kyle’s tenure at Cigna-HealthSpring he also led the teams responsible for technology for Cigna- HealthSpring’s Living Well Clinics and applications to support Heath Services and Sales. This included supporting the clinic’s EMR, sales CRM system, utilization and case management systems and Partnership for Quality program systems.
Prior to Cigna-HealthSpring, Kyle was the Chief Technology Officer for Insight HealthCare Financial where he was responsible for leading all technology initiatives for the organization. Prior to Insight, he worked as a consultant for Frasier, Dean & Howard where he focused on assisting clients with SOX compliance projects. He also served as a Manager of Information Systems for CHD Meridian Healthcare and the Director of IT for Patterson School of Accounting, University of Mississippi.
Kyle holds a BA in Computer Science from Maryville College and an MBA from Lipscomb University. He also studied accounting at the University of Mississippi. Kyle is a Certified Public Accountant. He serves as a board member of the Tennessee chapter of HIMSS and the Nashville Technology Council. Additionally, he was co-founder of Young Health Care Leaders now Leadership Healthcare an organization that supports developing health care leaders in Nashville. He was a contributing author to “There’s A New Sheriff In Town” published by the Executive Alliance. Kyle has served as a host, governing body member and panel presenter for several IT security leaders conferences. In 2010, he was nominated for the ISE Southeast Information Security Executive of the Year and was voted the People’s Choice award winner. In 2012, he was the winner of the Nashville Technology Council CISO of the Year award.
